刚才听了杨国锋首席与崔立华总经理的汇报，看到牧草产业在山东取得这么好的成绩，我觉得这个是很了不起的。山东有很好的传统，种苜蓿，种牧草，发展畜牧业。今天我们在这里签约，设立山东无棣苜蓿（科技）小院、牧草小镇，我觉得更是非同寻常。为什么这样说呢？坦率的讲，因为全国现在农区种草处于一个相对低谷的时期。随着2021年中央一号文件说基本农田要杜绝非粮化，耕地要杜绝非农化，耕地可以种经济作物、油料作物、市场作物。可各地在执行这一政策当中，特别是在土地较少的地方出现了偏差，很多地方不准种草，以粮食为第一，这也是可以理解的，因为中国两千多年来就是以粮为纲的，所以今天听到无棣县在苜蓿生产及草种选育过程中，取得了非常出色的成绩，很令人鼓舞，也很高兴。山东省的牧草产业（技术）体系我觉得做了非常好的工作。牧草产业（技术）体系就是为当地的牧草产业发展服务的，包括技术性工作，科学研究，前瞻性工作和应急性任务。刚才杨国锋教授的汇报，我觉得为山东全省做出了非常好的成绩，培育出了好的品种，在饲草加工方面也做出了很大的贡献。另外呢，也要做农业经济管理方面的研究，我希望将来能加强农业经济管理方面的研究，就是把效益、资源的投入产出作为一个重点进行研究。所以我希望你们也能算算这个账，这样呢也能写出文章，因为好多时候是需要算账的。我去过几个地方，比如英国的自然资源研究所，非洲的国际家畜研究所，他们搞经济管理研究的人占研究总数的三分之一左右，这是很重要的，我希望咱们山东（牧草）产业体系把这个也做起来。

绿风公司牵头成立了一个联合社，这个做法很好。因为现在我们农户规模太小，如何把这个联合起来，把规模做大，这个是很重要的事情，所以呢，希望你们将来能够做好示范。你们公司还是牧草体系的试验站是不是？体系内的企业试验站重要任务就是要做示范，做推广，所以你的任务还是很重。另外我想，成立农科所这个很难得的，这个值得宣传，也希望你们将来与青岛农大草业学院建立更密切的联系。

还有听（步大鹏书记）说要打造牧草小镇，我觉得柳堡镇把苜蓿作为一个特色产业来发展，这个是很有前途的，在全国也很有说服力。国家粮改饲，山西省朔州市是唯一一个地级粮改饲的试点单位。他们经过5年的调整，原来草在农业的比重只占3%，现在占到20%~30%，所以这就证明，粮改饲调整农业结构是可以的，是不影响国家粮食安全的，这是很明显的。所以，你们这个小镇，看能不能走出一条路，为全省、全国起个示范作用！另外如何把牧草和粮食作物轮作、间作、套作，这样呢，实际上也是肥田。因为光种小麦、玉米，大量的施肥，既污染环境也不经济。我们在西北做过实验，种一年生的豆科牧草，箭筈豌豆，每年每公顷固定的氮素是34公斤，你想，你买的那个尿素，就算50%的有效成分，一袋尿素才25公斤氮素，你种一亩地，这个地一公顷就要固氮34公斤。所以，这个将来，将小麦、玉米、苜蓿怎么样能够轮作，或者其他豆科牧草，做一种间作模式，我觉得这个也是国家需要的。如果能把你们这个小镇在青岛农业大学的帮助下整体建成一个有特色的苜蓿（牧草）小镇，我觉得那在全国就起到了表率作用，我可以大力帮你们宣传，做成了，我们可以向中央写建议，推广你们的经验。因为院士的职责之一就是要向中央写建议，促进本产业的发展，我们在努力做。比如说，粮改饲这个做法就是我的老师任继周先生，他联合我们几个人向中央写的建议，获得了总书记的批示，在全国推广。所以我们的职责之一就是要宣传更好的经验做法，向中央报送比较好的建议，这也是我比较喜欢深入农村、了解农业生产的原因之一。
